Basically need someone who can speak the CAD terminology and do some basic things like creating a part, simple assembly; drawing in CAD tools and who also understands that a company's business does not revolve solely around the management of CAD data. It's an important piece of the Product Record but there are many other things involved in the life-cycle of a product.
